Public Call: Digitalization Vouchers

The Ministry of Economy and Sustainable Development has announced a Call for Project Proposals – “Digitalization Vouchers” – under the National Recovery and Resilience Plan 2021-2026. The temporary Call form allocates non-repayable funds through an open procedure.

What is the objective?

The objective is to contribute to increasing the digital maturity level of SMEs through digital business model development, strengthening capacities for digitalization and digital transformation, or enhancing cybersecurity. Ultimately, it aims to improve the competitiveness and resilience of companies through the utilization of digital technologies.

Voucher Types

The Call includes several types of vouchers, depending on the needs of SMEs

  1. Voucher for improving digital skills
  2. Voucher for digital marketing
  3. Voucher for developing a digital transformation strategy
  4. Voucher for cyber resilience diagnostics
  5. Voucher for complex digital solutions

Eligible Activities

The eligible activities that can be funded, depending on the type of voucher, include:

  • Specialized informal learning programs aimed at developing digital skills for implementing digitization and digital transformation.
  • Website, application, and e-commerce development, social media management.
  • Development of a digital transformation strategy with an action plan for implementation and a methodology for monitoring implementation.
  • Cybersecurity assessment of companies through security checks, analysis of collected data, and definition of additional system improvements.
  • Implementation of complex digital solutions that enable the development of digital business models and strengthen capacity for digitization and digital transformation.

Available Funds

Indicative allocation of funds for each type of voucher:

  • Voucher for improving digital skills – 1,924,480 euros
  • Voucher for digital marketing – 1,990,850 euros
  • Voucher for developing a digital transformation strategy – 1,194,500 euros
  • Voucher for cyber resilience diagnostics – 2,919,900 euros
  • Voucher for complex digital solutions – 1,924,480 euros

The total funding amount available is 9,954,210 euros, and the allocation of non-refundable funds to an individual project depends on the type of voucher, as follows:

  • Voucher for improving digital skills – 9,990 euros
  • Voucher for digital marketing – 9,990 euros
  • Voucher for developing a digital transformation strategy – 9,990 euros
  • Voucher for cyber resilience diagnostics – 14,500 euros
  • Voucher for complex digital solutions – 19,900 euros

An individual applicant can be awarded a maximum of two vouchers under this Call. The vouchers must be of different types, i.e., related to different activity types.

Eligible Applicants and Service Providers

Eligible applicants are SMEs (Small and Medium Enterprises), and qualified service providers are legal entities and individuals registered in the Service Providers Catalog within the “Digitalization Vouchers” Call.

Deadlines and Method of Submitting Project Proposals

Project proposals are submitted exclusively through the eNPOO system.

The deadlines for submissions are as follows:

  • Deadline 1: From June 1st to July 7th, 2023.
  • Deadline 2: From November 1st to December 1st, 2023.
  • Deadline 3: From March 1st to April 1st, 2024.
